Kentucky legislature reaches deal on snow day bill

Kentucky public school students won't have to cancel their summer vacations after state lawmakers agreed to relax school attendance laws following an unusually snowy winter.

House and Senate negotiators agreed Wednesday night to suspend the state law requiring school districts to have 170 days of classes, as long as they have at least 1,062 hours of classroom instruction.

If a school district cannot meet the 1,062-hour threshold after exhausting all other options, including canceling spring break and school holidays, the school year will end on June 6. State Sen. David Givens, R-Greensburg, said fewer than 10 school districts would fit that category.

Privacy groups to regulators: Block Facebook-WhatsApp deal

Privacy advocates have asked U.S. regulators to halt Facebook's $16 billion acquisition of messaging service WhatsApp until there is a clearer understanding of how the company intends to use the personal data of WhatsApp's 450 million users.

WhatsApp, a service that allows mobile phone users to send each other messages, has had a longstanding commitment to not collect user data for advertising purposes.

But there's no guarantee that that commitment will hold true once the service becomes part of Facebook, according to the filing to the Federal Trade Commission by the Electronic Privacy Information Center and the Center for Digital Democracy, both nonprofit groups.

The complaint asks regulators to investigate the Coupon Codes "specifically with regard to the ability of Facebook to access WhatsApp's store of user mobile phone numbers and metadata."

Facebook, the world's No.1 social network with 1.2 billion users, generates the majority of its revenue by showing ads that target users by age, gender and other traits.

"As we have said repeatedly, Whatsapp will operate as a separate company and will honor its commitments to privacy and security," Facebook said in a statement in response to the filing.

The FTC declined to comment.

Facebook last month announced its intention to buy the five-year old WhatsApp for $16 billion in cash and stock.

WhatsApp does not show ads, charging some of its users a $1 annual fee to use the service.

WhatsApp stores users' mobile phone numbers, but unlike many online services, it does not collect user names, emails and other contact information.

Despite assurances by WhatsApp and Facebook that the privacy policies will not change, the groups that wrote the FTC filing note that Facebook has in the past amended an acquired-company's privacy policies, such as the Instagram photo-sharing service that Facebook acquired in 2012.

Canada Job Grant deal reached, Nova Scotia now onside

Employment Minister Jason Kenney confirmed that after months of back-and-forth negotiations, all territories and provinces with the exception of Quebec have accepted a Buy Cheap in principle on the Canada Job Grant, a centrepiece proposal made by the federal government during last year's budget, as CBC News reported yesterday.

"I am pleased to announce that we have arrived at an agreement in principle with 12 provincial governments and territories on their delivery of the Canada Job Grant," Kenney said during a speech to an audience gathered for the Manning Networking Conference in Ottawa on Friday.

Nova Scotia, which appeared to be offside with its provincial counterparts, now says it also secured an agreement with Ottawa after Premier Stephen McNeil spoke with Kenney today.

"The province has secured an agreement with the federal government to ensure that Nova Scotia's concerns with the Canada Job Grant are addressed," a statement issued by the premier's office said.

"I communicated to Mr. Kenney that the Canada Job Grant must work better for Nova Scotians," McNeil said in the written statement.

"The program must be affordable for our small businesses and must protect employment support for our most vulnerable citizens."

The news of an agreement-in-principle with all the provinces except Quebec appeared to surprise Nova Scotia officials who said they still had concerns.

The provinces plan to iron out whatever concerns remain on a bilateral basis with the federal government.

"We're going to continue working with provinces and territories on the details in the days to come," Kenney said.

After his speech, Kenney told reporters he spoke with Ontario Premier Kathleen Wynne Friday morning. Wynne is also chair of the council of the federation, a group that brings Canada's premiers together twice a year.

"I understand that the Council of the Federation will be issuing a statement today indicating that 12 provinces and territories appreciate the final federal offer and the flexibility that is shown within it. They apparently will be expressing some concerns and look forward to moving forward with us on a bilateral basis," Kenney said.

Saskatchewan Premier Brad Wall, who is also in Ottawa for the Manning Conference, backed Kenney's announcement telling reporters there is a deal in principle and that each province and territory, except Quebec, will now move to implement it bilaterally.

"I believe this is good news for unemployed Canadians, it's good news for taxpayers who will get better bang for their buck, it's good news for the economy because we'll increase the private sector investment in skills development," Kenney said.

The terms of the agreement-in-principal have not been made public.

'Real Racing 3' Celebrates First Anniversary With Free Porsche 911

It just goes to show how quickly things happen in the App Store, as it feels like Real Racing 3 [ Free] was released ages ago, but it's only been a year. Time flies on the App Store. We loved it in our review, and followed the review up with a guide on how to play it without spending money.

Well, if you're still playing Real Racing 3, or just still have it on your phone and haven't played in forever it might be worth firing it up to grab the free 1972 Porsche 911 Carrera RS 2.7. The developers tweeted about it last night, and grabbing the car is as easy as following the banners for it in game.

If you've yet to try Real Racing 3, I say give it a shot. It's a pretty awesome racer, and while it'd be nice if you didn't initially have to tip toe around free to play elements, you can still have a lot of fun in it spending zero dollars.

Movie review: Hasee Toh Phasee is an experimental rom-com - Hindustan Times

<Deal Nowp>Nikhil (Siddharth Malhotra) is trying his best to impress his girlfriend Karishma (Adah Sharma) who is an actress. Nikhil is a small businessman trying to find his own ground. He is soon introduced to Karishma's sister Meeta (Parineeti Chopra).

The movie traverses the journey of Meeta finally gaining her sanity (the 'mental' that she is) and Nikhil losing his!

Parineeti wonderfully essays the role of an addict who is also a brilliant scientist. She balances between the emotional and innocent shades of her character very well.

Siddharth Malhotra, Sharat Saxena (Nikhil's dad), Neena Kulkarni (his mom) and Manoj Joshi (Parineeti's dad), too play their parts with precision.

Tinu Anand and Karan Johar are also seen in the movie. While Karan is there for a fraction of a second, Tinu plays a small part in his own style.

The film breaks stereotypes in its due course: Parineeti is a drug addict and a rebel, on the other hand, Siddharth plays almost a funny PA (personal assistant) to his girlfriend, simply to avoid a break-up!

Hasee Toh Phasee gets better in the second half where you are treated with well-balanced melodrama and humour. Especially, the sequence where Sharat Saxena interrogates Parineeti has the elements in the perfect mix. While there is a clear indication of the beginning of romance between Siddharth and Parineeti, ACP Pradyuman and Daya-gyan from CID keeps the audience smiling.

The dialogues, co-written by Anurag Kashyap and Vinil Mathew, are impressive and have a character of their own. Sample a few:

There is no extra-melodrama, yet the movie is emotional. There are no crass jokes, yet it is humourous and to top it all, there are no love making scenes, yet the movie defines romance it its own style!

It is an experimental rom-com that should not be missed.
